Please notice that if the .com.fr domain is already registered, only its owner has the right to register the .fr. For example if you want to register the domain abcd.fr but abcd.com.fr is already registered by someone else, then you cannot register abcd.fr (unless you are also the owner of abcd.com.fr, both domains must have the same owner).
